I never could figure why anybody would just throw junk on the floor. But if it's a customer's machine, and they don't mind stepping on the junk and hearing it rattling around, go for it. If it was traded in and the dealer doesn't mind, I guess it's his lot and his machine.
I have small battery size boxes with plastic bag liners in the tractors, combine, and truck. Junk goes in them- not the floor, but that's just my pet peeve.
Kinda like weeds in the lawn- some let them grow, some spray their yards.

edit: I agree with "felnrite". I'd wonder obout it's previous care. When I bought my last 2 tractors and combine, I was at the dealer's lot when they were brought in from the farm "with their work clothes on". Could get a pretty good idea how they were treated.
