yes it is, the 3/4 bolts that hold the cutter bar were all half cutted because we have had worked in very rough fields of rented hay. At the end, the cutter bar would split at any bump. So we did change all the bolts and it seems to be all right. I am still looking for a vermeer tm1400 trailed mower because this season my 1431 have not been reliable.
