Trash whippers that Jim sells do a perfectly fine job of moving back the stover for notill planting. At his advice I used straight plow coulters to cut the stover so they could more easily part a path. And even with corn on corn, I have yet to find corn old corn stalks on the ground as harvest approaches. The bugs and worms have eaten it all every year. One year while waiting for the ground to warm for beans I made on trip across the field with a field cultivator and it did its dump rake bit leaving a couple knee high piles. I could not find them riding the combine in the fall. All that was gone and it didn't wash away. It was eaten and rotted.
