I presume you are looking at national averages, and that probably is true.  I suspect that if you look at corn yields, as opposed to a drought index, you could go down to a state level - comparing state average yield, year-by-year ..... or maybe even down to a county level - comparing county corn yields, year-by-year.  At that point, you could really start seeing what is happening in YOUR area following a "drought".
