Weather can change at any time. I would hate to predict a drought for next year based on a drought this year. I'm a firm believer rainfall averages out. Around here in 1935 it was very dry but there was a major flood that year in the valley. 14" came in 6 hours. Yearly rainfall is about 20". Some years seem drier than others only because of timing. If you get timely rains from May until August the rest of the year can be dry and really not matter much.
