Have you tried turning the valve on and slightly unscrewing the filter from the base? Sounds strange but I've had the filter on gravity gasoline tank vapor lock on extremely hot days. Maybe your new filter is somehow airlocked? Just another idea to throw out there with plowboy's and Rich's suggestions.
