Kansas
Replaced the hose eh? Brand new hose or good used hose? You are sure your hose hasn't collapsed?

Whats in the bottom of the tank that the flow of fuel out is drawing it near the bung opening and causing a blockage? Forcefeed air back through the system and try it then?

What about when the nozzle end is down real low below the tank? Fuel flow improved then?

How long of a hose? it isn't kinked somewhere is it?

Canadian country feller I'm gathering from your name. How cold is it up there yet? No temps yet to gel fuel is there? (brainstorming here, just throwing out multiple thoughts for you)

What kind of filter? Some are made for gravity feed and some are made for pressure systems. Use a pressure system filter made only for a pressure system on a gravity feed and you'll have the same result your getting now.

Had a diesel overhead like your explaining work my nerves over too. Seems like the valve in question would never open as far as a guy thought it was. Went to a ball valve and fixed the problem.

Use thread tape or sealant on the threads? Wasn't an extra piece of tape fall down over the bung opening?

Some food for thought. Hardest problems always seem to have the simplest solutions.
