I am notorious for planting thin enough my ears fill to the tip with even one kernal on the tip. That is too low. You want a little tipback in a normal year, not what we are seeing this year. If a field is a majority filled I would up the population till you get some tipback. I don't know where you are but I don't think you want the 28.6 setting, at least not here.
I plant at 32k and that seems about right for my soil on most hybrids. On a year like this I will get more tipback due to drought and a wetter year like last year, I can support 34 or 36k but that is rare. 32 is about right most years for me but it varies to soil and hybrid and a little, planting date.
I would do some serious scouting and investigation before I made any major changes.
