But on the other hand, what are the odds that the "I" states have back to back to back years of terrible yields. When they have ideal weather their production is phenomenal. I wouldn't fault USDA for assuming normal yields in those states initially, but I think they went overboard by assuming ideal weather coming off of an abnormally dry winter.
