| IF soil test is medium P and K and the litter has a good number of bird batches raised on it, then a 3T rate will build some nice P and K levels on grass which commercial won't do at your listed rates.
On tilled ground work it in preplant or wait past first tillering of rye if soil is not too wet. On the bermuda, apply when rye is past first tillering and when bermuda goes dormant. I don't like to put N on fall bermuda which isn't dormant...P and K are fine and good for winter hardiness....too much N then can flush topgrowth and deplete winter root reserves leading to possible winterkill.
