Don't know about a drought Steve, but in 2006 we had hail mow corn to a stump when it was about head high. The insurance adjusters released the field to another crop as long as we left 3 checks 6 rows wide the whole length of the field on a 120 acre circle. Most guys no tilled feed into the stumps and swathed and baled everything. So I don't know why a cover crop wouldn't be allowed as long as you left representative checks, but talk to the adjuster and agent first.
