Subject: lawn planting question

When's the best time to plant a lawn. Built a new house last summer. Just finishing the dirt work and getting ready to seed the grass. Was just talking to someone that mentioned that unless i can water it constantly (which I can't because its about 2 ac), then I should wait till fall? Is this good advice? We're entering our typical dry and hot spell so its doubtful that it would get enough moisture right now to get a great start. Was planning on seeding it together with winter wheat so that it would hold the dirt in place a bit better and shade the grass when its starting.

Any advice?
