It sounds like it needs more than cosmetics. The comment about it being 'not stuck' tells me you also need someone to make it run, which could be a huge can of worms. They better take a long vacation if you want it done right and turn the key when they get back. The guy in Morris that was mentioned does excellent work if it's who I think it is. He did some expo quality 2 cylinders for a customer of mine from Thomson, IL. I know everybody's brother does great work (including my own) but you really need to see some finished projects before turning some stranger loose with your tractor. Everyone's opinion of good is different. Good luck. I wish I was your Dad.
