Sounds like a great project and you are doing the right thing. 
I would not have put the price you are willing to pay in your post, as now you have spilled the beans. 

You need to have lots of pics, of your project tractor, there are lots of restorers who can do very good work. 
You would need to get an estimate with some round numbers. 
Trust but verify.
