If you still have a shoe repair shop near you.  Take all the instruments you want to carry into them.  They will then make a one piece leather holder for your belt and the articles will fit snugly into each part.  I have done this with a pliers and a screwdriver for 20 years.  Never loose a tool, unless I forget to put it back in the holder. lol.
