The 13% was Russia.
Many lives lost there but it cost a lot of German lives and material too.
Canada's loss was only slightly more than the US with both in the 0.3 or 0.4%

Not sure Britain was still losing when Japan attacked Pearl Harbour but the 'lend lease' only started 6 months before that so that material would only be reaching Britain by late summer or fall probably.
of course there were the planes that were rolled (not flown) across the border to Canada to beat the rules before that.
Check out a timeline on WW II and you will see the US occupied Iceland in the summer of 1941 months before Japan even attacked.

Germany had probably bought the end of the war when they attacked Russia in June of 1941. Even without the US involved the final outcome for Germany may have been decided with that war on Russia. The US started lend lease to Russia shortly after that attack.
I think the only success the German army had after their attack on Russia was retaking some of the desert area in North Africa in 1942.
