Capitalism pulled out of Detroit because Socialism took over.    Manufacturers moved to more favorable areas.

But I do not think Detroit ever was what the term 'socialism' by definition describes.
"Any of various theories or systems of social organization in which the means of producing and distributing goods is owned collectively or by a centralized government that often plans and controls the economy."

As I posted earlier the agriculture industry in the USA because of your farm bill is closer to fitting that description but even it is not true 'socialism'

The term is badly used or over used to describe things that are not 'socialist'.
There are better terms that describe things more accurately like
Welfare
(Government, Politics & Diplomacy)
a. financial and other assistance given to people in need
b. (as modifier) welfare services
The one thing that the ag policy in the US does not fit for welfare is the fact that many getting $$ through it are not 'in need' meaning to be poor or destitute so maybe socialism is a better term without the ownership of capital items.
