I would get some good galvanized 1/4 inch screen cut into small sections and roll it up. Then force it down the cracks. it will keep the vermin at bay,still allow drainage and expansion. Stainless would be better but cost more. Then a good flexible rubber caulk over the screen. Have double protection.
