Not sure about other states but in Iowa a bumper hitch trailer can be licensed as a farm trailer and a gooseneck has to be licensed as a semi trailer so there is some cost savings there.
Don't beleive we have to licence them at all in ND but if I did we pay 20 bucks per trailer doesn't matter if it is a little 500 dollar 2 wheel trailer you could pull behind a car or a 70K quad axle bull rack every trailer pays the same, but the the licence on the truck is where the difference is.
