institute an ordinance that REQUIRES a permit for protests of funerals there.
Then, when the permit app comes in, SIMPLY fail to act on those until after the funeral.
After the funeral, then approve their permit.
AND don't have any special co comm meetings for any of the afore.
Thus falls into normal co comm schedule / normal bus etc..
