I would say at least a 5 hp. We have an old 2 stage Champion and get along fine unless you want to blow off a machine (1/4" pipe blower) that takes over a few minutes. Running impact wrenches up to 1" size we get along fine changing budd wheels, mechanic work with smaller impact tools etc. It's just those things that you turn on and run constantly (your sander or example) that'll cause ours to get behind.

Both Quincy and IR are good compressors. I really like Champions. Got some really old ones here that're still going. Had one old one that started knocking a little bit a few years ago. Opened up the plate on the side of the compressor and removed the connecting rod cap to look at the bearing and discovered it has a shim stack to adjust clearance. Peeled a couple shims off with a pocket knife and reassembled it. Still runs today, no knocks, but it does need rings.
