I don't understand why animal shelters are such a money pit in the first place.  It seems to me the cost of operating the shelters is excessive relative to the value of the service they provide.  These shelters take up a lot of vital resources that could otherwise be used to the good of our human population.

Maybe it's just me.  It seems most of the population does not think twice about how much is spent to operate animal shelters.
