SE SD | Each state has its own mapping conventions. North dakota, and South dakota have the same mapping conventions, and Iowa and Minnesota have the same mapping conventions, it varies state to state. You can get a copy of those if you want. Then you can see for your self how they are done, and what rules they have to follow. As for different offices doing different things, it does happen, it shouldnt but its just like the speed limit, some follow the rules some dont, and some get caught.
