For leveling the ground I would go with a soil finisher but if you're wanting to work cornstalks the disc would be a better tool. We've had both discs you mentioned. 490 does a better job of finishing but the 496 will cut stalks better as it's a heavier disc.. Don't know about your soils but in our black soils , sable & ipava silt loams, a disc will "slab" if the soil moisture isn't "just right".
