Are you setting your depth on the planter deep enough?  Are you letting the surface dry before you plant?  I haven't had any problem planting directly into NT COC:   This is what 15 tons per acre at my place looks like the day it was spread.  By planting time you can't find it.  This is a Meyers 750VB on 20' centers.l
