Your best bet is to find a Hiniker flail windrower as I know there were quite a few of them sold around here back in '08 the first time hay price spiked. From what I've heard the biggest problem with baling stalks is that they like to get up in the knotters and cause problems.

Several years ago we baled some stalks for bedding before the Hinkers were around. We set the combine to drop rather than spread the cobs and husks, then just used a 12' swather and only cut between the combine tracks and left the other half of the stalks in the field.
