I've killed horsetail with Round-up, but it takes 3 to 4 litres to the acre. If I am spraying at 2l/acre I drop my speed to 50% when I hit the horsetail patches and double up the rate. Sounds extreme but it does work.

I think the preference would be to have the burndown on before planting. You can no-till right after application once rainfastness has been acheived. I generally spray in the morning and will plant in the afternoon. We have a heavy flush of dandelions here in Eastern Ontario and it would be best to spray them before the planter cuts them up. Control will be more effective. Plus these saturated fields are going to have to dry out, so your sprayer will likely enter the field long before it should be fit to plant.
