Moral issues aside, all of the above replies are wrong. Standard business practice is to submit a bill within one year. If that is not done, there is no requirement to pay, at least in the several states in which I do business. I know this because I own a business that sends bills out on a daily basis.

No, you do not have to pay. But you should if you are certain that it is not a duplicate bill. Your reputation in the community is certain to suffer if you do not pay your bills. Do you really want a few thousand dollar carpet bill to keep you from closing some big deal in the future?
