rig up some saddle tanks and do both at the same time would be the best option
otherwise dribble N then cultivate ,,, no worrys about catching a good rain then
this advice is biased to the above as the only time i dribbled N on our area received no rain for the next three weeks,,, and corn was shoulder high so cultivation after wasn't an option
