Montana & ND both had wet falls, & major snow events. Let the dams down to handle the water starting in Nov-Jan so you have some pool to use. 10-20% more out than in would lower the pool enough that when the snow melt comes out the dams have some pool room.
If 1 of those dams blows,,then what? how many people die then? How much damage to the country then?
