I think I figured out what it is doing. It just isn't aggressive enough trying to adjust the flow control valve. I'm going to play with the "valve aggressiveness" setting and see if that helps. Unfortunately, it can only be adjusted during "initial setup" so it has to unload the current field.

I have confirmed that the applied number of gallons is correct. It just isn't adjusting the rate down to the target rate. It is applying a bit heavy. I disabled rate snapping so can see the actual application rate on-the-fly and you can see it quickly start to adjust the rate and then it just goes lazy within 2-3 tenths of a gpa and stops trying to get any closer. It can be made worse by closing down the return/agitator and running higher pressure at the flow valve and bettered by backing off the pressure.
