I don't think there is probably the conspircy to manipulate the numbers that we sometimes want to beleive there is. I think USDA probably compiles what they believe to be accurate numbers. The info is held under the tightest of security until it's release to the entire world. I do wonder some times who else, outside USDA, in government, could have the security clearence to take knowledge of this info before it's release. Maybe the national security advisor ?
