| We measure amps because that shows the energy rate going into or out of the battery. A volt meter only shows that if the battery was connected it might accept charge. The chemistry of the battery sets the voltage that it takes to charge it and if the voltage is regulated properly, the charging current will taper off to zero when the battery is fully charged.
Like Jon says, it takes 7.2 volts to charge a battery fully.
