6.4 is not enough voltage to charge a 6V battery, it takes 7-7.2 V. Is that a Delco generator ? If so, it should be an A circuit charging system.
Your low voltage may be a generator problem, but may also be a bad or out of adjustment regulator. Disconnect the wire from the regulator to the generator F post. With the regulator F wire disconnected from the generator, connect a jumper wire from the generator F post to the generator frame and see if the voltage at the A post rises to 7V or more, plus a charge reading on the ammeter . (with the engine running 2/3 throttle) If it does, that indicates a bad or out of adjustment regulator.

First thing to check, is the generator belt tight ?
