Ok, that is the later style Mechanical injector style.

Now, the 3116 Governor(what you previously thought was a HEUI pump) is mounted to the front cover and it actaully has the fuel transfer pump mounted to the front, top of it. They are rebuildable, BUT their are 3 separate pieces, to actually make fuel get "sucked and pumped".

First; fuel gets sucked pass a one-way check valve, then the fuel turned down 90 degrees, goes into a plunger assembly(with another one-way check valve), then has the plunger's spring pushes downward, it forces fuel(under pressure, now) into/pass a third one-way check valve and then the fuel goes to the secondary fuel filter(under pressure)

(A) Inlet flow of fuel

(B) Outlet flow of fuel

(1) Screen (if equipped)

(2) Inlet check valve

(3) Spring

(4) Piston assembly

(5) Outlet check valve

(6) Piston check valve

(7) Tappet assembly

(8) Camshaft

(9) Passage

 The reason, I am being this up, is because of this POSSIBLE inlet screen, on the inlet, going TO the transfer pump. SOME engines have this, Most don't. (Number 1 on graphic)
Makes sure, IF your engine has this, that it isn't plugged(thus restricts fuel and lowers fuel pressure to the engine)

This may not have much to do with your problem, but I've seen this "missed" too many times.
