Subject: How to maintian local infrastrucutre?

Our county roads have become a real problem around here. The county has flat refused to maintain them like they should be. Every avenue of getting the county to do its job has been exhausted to no end. There are a few farmers willing to get a grader, either motor or tractor pulled, and maintain the more important roads themselves. Apparently the county commissioner thinks this is a good idea. This however would open up these farmers to unimaginable liabilities. How would farmers be able to maintain the roads without opening themselves up to lawsuits if accidents were to occur? How can these farmers maintain the roads? How do you get the other farmers that use the road but wouldn't want to cough up a little money, to contribute? How would one find out how the county can void there right to the right of way? Such as if the county stops maintaining the roads they void control of them? I know its a lot of questions but I know that with all these smart people on here someone has the right answer. TIA
