I guess I could see it if it stuck way out or if the law was actually addressing something that interfered with the bumpers so they couldn't do their job in a very slow impact(although with most of today's vehicles any impact over a few mph will cost a couple grand to fix anyway). Seems like law enforcement officers should have something more important to do.
