1. You need a GLONASS-capable receiver, such as a Trimble FM-1000, AgGPS 432 with unlock (making it a 442), etc.

2. The Russian government supplies the signal, unless I'm misunderstanding your question.

3. The signal is free (courtesy of the Russian taxpayer, I imagine), but requires a GLONASS-capable receiver (see #1 above) which may require additional paid unlocks on an existing receiver.

EDIT - sorry, misread your first question. You still need access to an RTK correction, either cell-based or radio based. You can obtain these corrections from a number of sources, including public and privately owned networks or single base locations. Any equipment dealer that deals much in precision ag would be able to get you connected with an RTK signal of some sort.
