I'd take apart the solenoid. I'd bet that the contacts are shot, and they are welding together and holding it in. However, I have been around a 618 in a JD dozer that the shaft gets rusty from it sitting, and the bendix doesn't slide right. But usually it won't start. I'd look at the solenoid first and then go from there.
