There where we have a big falling apart in attitude. Basically
you say I don't care who I flood out as long it is not my land.

We have to see some big changes in water drainage. We don't need
bigger ditches and culverts, we need small ditches to keep the water
up stream longer. I wonder what you would say if you got
a million dollar/acre bill for all the watershed improvements needed
to get water off your land in 5 days instead of two weeks without
flooding out your neighbors.

Personally I have been in a three year battle with Local council
over a 6' culvert that replaced a damaged bridge. Both up stream
and down stream there a multi large culverts and bridges. They
get away with the small culvert because the water can jump out and
run across our land into another stream. Today is the third
time this year water has jumps and flooding.
The council's general attitude is blackmail. I can file a complain
with the water authority. If I win they will only remove and
make sure neighbors know I am the reason they lost their summer
access road.
