Go ahead and measure around the bin (circumference), even if it is warped some. Divide by pi (3.14) to get diameter. Circumference is the same regardless of out of round. Hold the tape next to the bin, so measurement is accurate. Twenty one foot diameter bin would measure a short sixty six feet around. Twenty three footer is about seventy two feet around.
