If both cotyledons break off during emergence the seedling is done. If there is a small part of one cotyledon left the seedling will strugle but can continue to develop. Typically most will snap at the "hook" due to the physical stress of pulling the bigger cotyledons through the crust and you are left with a stump that has no growing point. Good luck.
