It should be the right hyd lever pushed back to make the 3 point work. As for the steering, that can be a pain to get adjusted right. Make sure there is oil in the reservoir, and then behind the grill is the valve and cylinder assembly. When you turn the steering wheel it is actually supposed to pretty much just move the valve. There may be pins worn out or parts missing. I have one of these and I love it. Tough little tractor in my world. Always willing to help with one. Email is in profile. Owners manual helped me out quite a bit.
