As Tom B alludes to, as in politics, keep testing until you find an answer you like. If you are prone to game the system and selling test near the bottom of the bale. If you are buying test near the top of the bale. The fines will be closer to the bottom and will test higher.
A tester will probe the center of the bale, if they want a happy medium.

Both seller and buyer are better served if the sampling is done by a disinterested party. If there is ever such an individual. My turn to be a cynic.

The best grower buyer set up I ever heard of was a fellow near Vernon Texas sold hay to the same three dairies for a lifetime. There was just one trucker with one tractor & as a group they owned 5 dro bed trailers. The hay was fed off the trailers. The trucker would show up with a fresh load as the old lad was getting down. The hay was sampled at the scale, one weght weight and one test result only. In the early days the grower would have three stacks of presigned checks, Later a common accountant made direct deposits into the growers bank.

I am afraid that world is long gone.
