Sounds like the impellar is probably worn out, first thing is to set the manual pressure to 150 psi, shut off all the boom sections and agitation, engine at full throttle then start the pump, it should develop 140 to 150 psi deadheaded. Even with everything in perfect condition the engine needs to run at 1600 rpm for the eductor to work properly, if the engine isn't running fast enough or the pump is worn it is common to fill the eductor. Also did you take the venturi out and get if back in correctly.

Do you know if the solution pump is the original ? if it is it will have a cast iron impellar, if it has been changed it most likely will have a nylon impellar.
