I don't know about Iowa's rules, but here in Michigan we have to dig test holes where the pit is to be built so that we can take soil samples and find the water table. A engineering firm will do it for a fee. They then tell us the best location and how deep we can dig the pit. It has to be at least 2 feet above the water table and 150? feet from a water source. That's what we had to do for us to build one for either manure or runoff water. The government would like them cemented, but that costs more $$$.
