If you need a little more specifics, feel free to shoot me an email. I'm an engineer that works on these types of projects as a day job, and could glance through the rules a little if you want me to. One thing, a clay liner would be MUCH less expensive than the plastic. Typically the only way you would need to worry about using a plastic liner would be if you were in sand and had no clay around. I think from what you've wrote, it'd be perfectly fine under the DNR's eyes. Might need engineered plans, etc, might not.
