I charge treating based on 50 lb units. I do this because regardless of seed size, I apply the treatment based on weight, which is what the label is for (oz per cwt).

The treaer I use (Gustafson SRW800) applies the amount of treatment based on weight by using a weigh pan to meter the seed. This seems to be the fairest way to treat and is A LOT easier to calibrate vs treating a batch of 2400 seeds/lb then switching to a batch of 3400 seeds/lb and having different rates applied because it would have been metered by volume instead of weight.
