None of the "spring" tools are designed to bury trash. Almost all of them will bring it back to above surface.

3 options as I see it. 1) drop a match ... but with already working it several times probably won't do much. 2) as Jim pointed out ... strip till ... I'd try it even after what you have done to date, what have you got to lose. 3) Good set of residue managers set a bit aggressive to maybe even move some dirt .... do the best you can and plant.

I don't have anything else in my tool box, unless it's dry dry, then maybe a Wishek but that gets really dicey in the spring.
