The disking and chiseling in the spring just works them into the soil profile to seed depth. If done in the fall they will usually break down depending on the weather. Planting after spring disking with all th eloose fluff left by those cornheads you are pre-hairpinning material to where no row cleaner can get it out without leaving a trench. Suggestion: notill or strip till into that fluff with a planter or strip till tool with a row cleaner ahead of the soil working or planter to move the fluff to the side rather than incorporate it into the seed zone where it will cause poor seed to soil contact, suck nitrogen, etc.
